New water heaters have federally mandated Heat Trap Nipples that prevent the gravity or thermal expansion characteristics from moving water through the recirculating lines as they had previously.  To correct this issue a licensed plumber can install an appropriate re-circulation pump. The technician can discuss all options with you while on-site.
